イギリスの政治家、宗教家。アメリカ、ペンシルバニア植民地の建設者。キリスト教プロテスタントの一派で無教会主義のキリスト友会（クエーカー）の教徒。民主主義を重視し、アメリカ合衆国憲法に影響を与えた。名付けた植民地名ペンシルヴァニアとは、同名の父にちなんだもので「ペンの森」の意。著作は『No Cross No Crown』『The tryal』『A Brief Account of the Rise and Progress of the People Called Quakers』等。
